This is Austen's way of damning by faint praise—in other words, John Dashwood carries out his duties but is not generous in doing so.

"the strong feelings of the rest of the family..."   (Chapter 1)

In Jane Austen's terms, this would be sympathy or, better yet, the appropriate sensibilities.  In Austen's world, Dashwood's lack of loyalty to his family is a serious moral shortcoming.
